A bench headed by NGT Chief Justice Swatantar Kumar said that no one other than emergency services like CNG vehicles and ambulances and fire engines should not be exempted from this scheme.
During the hearing, the tribunal asked the Delhi Government if its aim is to improve the quality of air, why is it exempting the special classes ?
The bench also issued a show-cause notices to the National Highways Authority of India (NHAI) and National Buildings Construction Corporation (NBCC) and asked why they should not be penalized for violating the order of the Tribunal to ban construction activities.
In order to deal with the situation of reaching the dangerous level of pollution in the capital, the Government had announced to bring a uniform-based scheme under the phase-wise response action plan on Thursday.
During the hearing of the petition for urgent action against the extremely bad air quality in Delhi-NCR, the Tribunal said that it is an environmental emergency which is affecting children and senior citizens most.
In 2016, this scheme of cars was implemented twice in the national capital. This scheme will be implemented from 8 a.m. to 8 a.m. from November 13 to 17th November this year. Under the scheme, they will be allowed to walk on the streets on the basis of the last number recorded on the license plate of the private vehicles.
Cars with even numbers will only run on the date and the car with an odd number can only run on odd dates.
